The testing is done to locate defects and improper <br /> connection that allow stormwater runoff and groundwater to enter the wastewater collection <br /> system. <br /> Thi is the third year of an ongoing testing program. This year's testing includes two <br /> general are s: the south-central area, roughly bounded by Polk Street on the west, Spring <br /> Boulevard n the east, 24th Avenue on the north, and 36th Avenue on the south; and the <br /> downtown hiteaker area, roughly bounded by Polk Street on the west, Kincaid Street on the <br /> east, the illamette River on the north, and 18th Avenue on the south.
