The reopening of this portion of street <br /> to vehic lar traffic was discussed by staff and the CAC in the ear]iest stag- <br /> es of ou CATS process, and later was pre-empted from further consideration <br /> when the voters approved the project for implementation this year. <br /> The purp se of this memo is to let you know that the week of September I4, <br /> this two block section will officially be opened to traffic, and at the same <br /> time two companion changes will occur on Olive Street and Eighth Avenue. <br /> A projec that the CAC discussed and endorsed for inclusion in the draft CATS <br /> plan is onverting Olive Street from one-way to two-way traffic, in the sec- <br /> tion fro 5th to 8th Avenues. Since we found it feasible to implement this <br /> change w th minimal expense, the two-way change will occur at the same time <br /> as the o ening of the street section south of 8th. This will improve access <br /> and circ lation in the area for both vehicles and bicycles, and should prove <br /> less con using to the public than it would if we did the two projects at <br /> differen times. <br /> An addit onal idea that the CAC disussed and endorsed is that of adding on- <br /> street p rking on several downtown streets where there is adequate space, <br /> such as ortions of 8th Avenue and Charnelton Street where there is currently <br /> excess c pacity for auto traffic. Recently the Downtown Commission expressed <br /> a great eal of interest in placing on-street parking along the portion of <br /> 8th Aven a between Oak Street and Charnelton. We analyzed current traffic <br /> flow and concluded that there is adequate space between the curbs to accommo- <br /> date one row of parking and the proposed on-street bike lane in this section, <br /> and stil provide sufficient capacity for auto traffic. Therefore we have <br /> agreed t install this additional parking in conjunction with the Olive <br /> Street c anges in mid-September, which will allow us to take advantage of the <br /> opportunity to coordinate this project with the other two 0]ive Street sec- <br /> tions. <br /> The par ing along 8th will be on the south side of the street and will be <br /> metered, short-term parking for customers of downtown. This fits with sever- <br /> al obje tives of CATS, in terms of encouraging the overall health of downtown <br /> busines es while limiting the growth of long-term parking in order to in- <br /> crease mployees' use of alternative travel modes. <br /> If you ave any questions about these projects or other CATS -issues, please <br /> give me or Jim a call. <br /> <br /> I <br /> <br />
