<br /> t ~ <br /> city employ es with free bus passes. The City of Eugene is highly committed to <br /> its bus sys em and the use of alternative modes of transportation. Bob saw this <br /> program as n opportune means of reaffirming this commitment, while at the same <br /> time providing a basic service for city employees. This program appears to be <br /> very succes ful and is appreciated by employees and city officials. <br /> i Traffic con rol issues are often an important matter for citizens and motorists. <br /> This ends u making Bob's position highly visible requiring a significant level <br /> of involvem nt with the public and with local officials. Bob does an exceptional <br /> job in mai taining good, solid working relationships which enables him to get <br /> more accom 7ished and also improves the image of city government by being more <br /> responsive to the public needs. <br /> While Bob as an Engineering Technician, he was heavily involved with the local <br /> AFSCME uni n. He served as president of the union for one year. During his time <br /> with the u ion, he was highly respected throughout the city far his efforts and <br /> the leade ship he demonstrated during that time. Bob was successful in <br /> negotiatin many changes during his time with the union which established new <br /> working p ocedures and benefits that all employees with the city still enjoy <br /> today. Si ce leaving the union, Bob has continued to be involved in making sure <br /> that labo relations within the division are the best they can be. He <br /> construct'vely looks at both sides of labor issues and works toward solutions <br /> that are easonable and proper. He is a valuable resource for labor issues due <br /> to his ba kground and knowledge of labor relations. He currently serves as our <br /> represent tive on the city's Compensation Committee. <br /> With resp ct to professional development and career goals, Bob is always looking <br /> for ways o expand his knowledge to improve his job performance and to better <br /> understan all the functions within the division. He takes advantage of many of <br /> the in-ho se training programs and strongly encourages his employees to do the <br /> same. H is very willing to attend outside training seminars and take course <br /> work that will broaden his knowledge of traffic operations and enhance his skills <br /> as an a fective supervisor (see attached list of conferences attended and <br /> seminars successfully completed). <br /> Bob has m ny exceptional qualities including his high standards for working hard <br /> and helping out both employees and citizens. His personal standards are over and <br /> ~ above th se expected of any employee. He continually puts in extra hours on the <br /> job both because he enjoys his work~and because he's committed to providing a <br /> high 7ev 1 of service. He has demonstrated this ethic throughout his time with <br /> the city. His motivation, high level of energy, and dedication make him a <br /> positive influence on others in the division and throughout the city. <br /> I would ighly recommend Bob Noble for the APWA Award of Merit. I believe he is <br /> well-des ruing of the award and would be very appreciative of the honor.
