The general area affected is between Agate and Villard <br /> Streets, rom the 1400 block south to (but not including) East 19th Avenue. <br /> On January 1, 1992, This area will be automatically brought into the new <br /> Fairmount eighborhood Residential Permit Parking (RPP) Program. This program <br /> is being i plemented at the neighborhood's request in an effort to mitigate <br /> the traffic and on-street parking congestion caused by campus commuters. It <br /> will be si filar to the already successful RPP zones now operating to the south <br /> and west of campus. In fact, your area will be an expansion of the South <br /> University Neighborhood Area's "ZONE A" RPP Program which allows the public to <br /> park on-street for a maximum of 2-hours, Monday thru Friday, 9 AM - 3 PM, <br /> except holidays AND except vehicles displaying zone A permits. Only area <br /> residents and property owners may purchase these permits that allow on-street <br /> parking to occur beyond the posted 2-hour time limit. <br /> The Fairmount Neighborhood's RPP Program may include any block contained <br /> within its boundaries. The residents will petition on a block-by-block basis <br /> for progra inclusion. A majority of property owners and tenants on any one <br /> block must be in favor of the permit parking controls for that block to be <br /> admitted t the "Zone A" RPP Program. <br /> Your area f the neighborhood is unique. The vast majority of properties are <br /> owned by t e University. Consequently, your residential block has already <br /> been inclu ed in the new RPP Program to satisfy a University decision. The <br /> on-street arking control signs will be installed on your block to control all <br /> frontages ontained within. Operational and enforcement logistics require <br /> that all p rcels along a block be included; there are no exceptions. You <br /> should exp ct to see more available convenient parking for you, any tenants <br /> you may ha a and guests once the controls are in place early next year. You <br /> are not re uired to purchase an annual on-street parking permit, but without <br /> one you wi 1 be restricted to the signed limits intended for the commuters. <br /> The Univer ity will distribute parking permits to their tenants. Permits will <br /> be availab a to you beginning December 16th. You may obtain them at the <br /> City's Per it & Information Center located at 244 East Broadway (in the Eugene <br /> Hotel buil ing) between 9 a.m. and 5 p.m. weekdays. Free parking is available <br /> in the sid parking lot. Annual bumper permits (October-September) are $15 <br /> per vehicl and prorated quarterly. Dashboard guest permits are free. <br /> <br />
