G f , Y ~ 1p , November 2 1991 SUBJECT: ON-STREET PARKING Dear Fairm unt Neighborhood Property Owner; This lette is being sent to you absentee landlords owning residential property i the Fairmount Neighborhood whose development is basically sur- rounded by University of Oregon owned property. The general area affected is between Ag to and Villard Streets, from the 1400 block south to (but not ~ including) East 19th Avenue. On January 1, 1992, This area will be automatically brought into the new Fairmount eighborhood Residential Permit Parking (RPP) Program. This program is being i plemented at the neighborhood's request in an effort to mitigate i the traffi and on-street parking congestion caused by campus commuters. It will be si filar to the already successful RPP zones now operating to the south and west o campus. In fact, your area will be an expansion of the South ~I University Neighborhood Area's "ZONE A" RPP Program which allows the public to park on-st eet for a maximum of 2-hours, Monday thru Friday, 9 AM - 3 PM, except hol days AND except vehicles disalaying zone A permits. Only area residents nd property owners may purchase these permits that allow on-street ~rr parking to occur beyond the posted 2-hour time limit. The Fairmo nt Neighborhood's RPP Program may include any block contained within its boundaries. ?he residents will petition on a block-by-block basis for progra inclusion. A majority of property owners and tenants on any one block must be in favor of the permit parking controls for that block to be admitted t the "Zone A" RPP Program. Your area f the neighborhood is unique. The vast majority of properties are owned by t e University. Consequently, your residential block has already been inclu ed in the new RPP Program to satisfy a University decision. The on-street arking control signs will be installed on your block to control all frontages ontained within. Operational and enforcement logistics require that all p reels along a block be included; there are no exceptions. You should exp ct to see more available convenient parking for you, your tenants and guests once the controls are in place early next year. You are not required t purchase an annual on-street parking permit, but without one you will be re tricted to the signed limits intended for the commuters. The Univer ity will distribute parking permits to their tenants. Permits will be availab a to you and your tenants beginning December 16th. They may be obtained a the City's Permit & Information Center located at 244 East Broadway (n the Eugene Hotel building) between 9 a.m. and 5 p.m. weekdays. Free parki g is available in the side parking lot. Annual bumper permits (October-S ptember) are $15 per vehicle and prorated quarterly.
