G <br /> f , <br /> Y ~ <br /> 1p , <br /> November 2 1991 <br /> SUBJECT: ON-STREET PARKING <br /> Dear Fairm unt Neighborhood Property Owner; <br /> This lette is being sent to you absentee landlords owning residential <br /> property i the Fairmount Neighborhood whose development is basically sur- <br /> rounded by University of Oregon owned property. The general area affected is <br /> between Ag to and Villard Streets, from the 1400 block south to (but not ~ <br /> including) East 19th Avenue. <br /> On January 1, 1992, This area will be automatically brought into the new <br /> Fairmount eighborhood Residential Permit Parking (RPP) Program. This program <br /> is being i plemented at the neighborhood's request in an effort to mitigate <br /> i the traffi and on-street parking congestion caused by campus commuters. It <br /> will be si filar to the already successful RPP zones now operating to the south <br /> and west o campus. In fact, your area will be an expansion of the South <br /> ~I University Neighborhood Area's "ZONE A" RPP Program which allows the public to <br /> park on-st eet for a maximum of 2-hours, Monday thru Friday, 9 AM - 3 PM, <br /> except hol days AND except vehicles disalaying zone A permits. Only area <br /> residents nd property owners may purchase these permits that allow on-street <br /> <br /> ~rr parking to occur beyond the posted 2-hour time limit. <br /> The Fairmo nt Neighborhood's RPP Program may include any block contained <br /> within its boundaries. ?he residents will petition on a block-by-block basis <br /> for progra inclusion. A majority of property owners and tenants on any one <br /> block must be in favor of the permit parking controls for that block to be <br /> admitted t the "Zone A" RPP Program. <br /> Your area f the neighborhood is unique. The vast majority of properties are <br /> owned by t e University. Consequently, your residential block has already <br /> been inclu ed in the new RPP Program to satisfy a University decision. The <br /> on-street arking control signs will be installed on your block to control all <br /> frontages ontained within. Operational and enforcement logistics require <br /> that all p reels along a block be included; there are no exceptions. You <br /> should exp ct to see more available convenient parking for you, your tenants <br /> and guests once the controls are in place early next year. You are not <br /> required t purchase an annual on-street parking permit, but without one you <br /> will be re tricted to the signed limits intended for the commuters. <br /> The Univer ity will distribute parking permits to their tenants. Permits will <br /> be availab a to you and your tenants beginning December 16th. They may be <br /> obtained a the City's Permit & Information Center located at 244 East <br /> Broadway (n the Eugene Hotel building) between 9 a.m. and 5 p.m. weekdays. <br /> Free parki g is available in the side parking lot. Annual bumper permits <br /> (October-S ptember) are $15 per vehicle and prorated quarterly. Dashboard <br /> ~I~ guest perm is are free (these may be all you will need). <br /> <br />
