Since we <br /> wer not increasing/decreasing the balance available with the changes and for transparency in the funding of the project I <br /> deci ed to do a journal entry from the department level. These are changes that Airport wanted to make with the capital carryover <br /> adj stment. My and rstanding of the airport projects is that the encumbrances will either be moved or liquidated.
