Oilier charges may indude, but are not limited tc: t <br /> 1) penalty dtarges: in the event the property owner faits to make payment when due under this agreement, the prope-:y <br /> owner shat! be charged a penatry in the amount of S25 or ten percent (t0%} of the past due amount, whichever is <br /> greater.
