Contract Documents/Interpretation. This contract, together with the other documents enumerated below, which are hereby incorporated by reference, forms the entire contract between the parties hereto. In the event that any provision of any component part of this contract conflicts with any provisions of any other component part, the provisions of the component part first enumerated below shall govern, except as otherwise specifically agreed: 28.1. Permits from government agencies. 28.2. The public improvement contract. 28.3. Addenda to the Special Specifications. 28.4. Special Specifications. 28.5. Plans specifically applicable to the project. '28.6. Supplemental Standard Specifications. 28.7. City Amendment #14 to the Standard Specifications. 28.8. Standard or general drawings. 28.9. Standard Specifications. This contract shalt be governed by and interpreted in accordance with the laws of the State of Oregon. The parties to this contract do not intend to confer on any third party any rights under this contract. 29. Bureau of Labor and Industries Fee. Pursuant to the provisions of ORS 279.352(2) and the administrative rule of the Labor Commissioner, Contractor shall: 29.1. The contractor shall pay a fee equal to one-tenth of one percent (0.1 percent) of the price of this contract, but not less than $100 or more than $5000, regardless of the contract price. The fee shalt be paid on or before the first progress payment or 60 days from the date work first began on the contract, whichever comes first.
