Submit an Initial Project Proposal. <br />Step 2. Complete an application. Application forms are available from OTIB stab: <br />Step 3. The application is reviewed, scored and ranked by ODOT region and OTIB staff. <br />Step 4. The application and recommendation is presented to the Oregon Transportation Commission for approval._ <br />Step 5.
