July 10, 2001
Ms. Therese Walch
Department of Public Works

' City of Eugene
858 Pearl Street
Eugene, OR 97401
Subject: Contract Addendum #1 for the Lower Amazon LOMR Study
Dear Therese,
This letter serves the purpose of providing a contract addendum for completing the Federal
Emergency Management Agency (FEMA) Letter of Map Revision (CONK) for the Lower
Amazon Creek. This letter documents and summarizes the remaining work required to
complete each task and their associated budget implications. The work that has been
completed by URS and the current budget status for each task are also provided in this letter.
The emphasis in this addendum is on the remaining tasks and the approach to complete the
tasks. For more background information on the need for this contract addendum, please refer
to the URS' letter to the City dated November 17, 2000. The following provides a brief
overview on the background and status of the project and progress that has been made since
November 2000.
Summary of Proiect Background
The project was initiated in February 2000. The first draft of a contract addendum was
prepared on November 17. This addendum summarized the major unanticipated changes to
the project and their associated budget implications. The total additional budget estimates
varied from $54,000 to $64,000 depending on three different scenarios as described in the
addendum. The different scenarios were based on the uncertainties involved in the levee
certification for the 1135 project and Diversion Channel. Because of these uncertainties, the
contract addendum was put on hold at that time.
Earlier this year, the Cotes informed the City in an email that they appeazed to be able to
certify the 1135 project levee but not the Diversion Channel levee downstream of Royal
Avenue. As a result, in March 2001, the City requested that we perform a preliminary
hydraulic analysis far the Diversion Channel levee using updated topographic information
provided by the City and the Corps. We anticipated that the preliminary hydraulic modeling
results could clarify some of the questions that remained regarding the hydraulic analyses.
