Broadway
Eugene, Oregon 97401
Subject: Scope and Fee for Lower Amazon, Phase 2b
Terry,
We are ready to submit the hydraulic model (HEC-RAS) and supporting report to the National
Service Provider (NSP) for review. The balance of the Phase 2a budget is approximately $1,200
to date. We are prepared to package and submit the hydraulic analysis consistent with Activity 8
of Mapping Activity Statement (MAS) No.l on the remaining budget. ~Ve are prepared to submit
the hydraulics by the end of the year to the NSP with the City's approval.
We have also committed to the City to prepare a submittal package of the Survey and Mapping
data. The survey and mapping data is in our possession and ready to be packaged for submittal.
It is anticipated that an additional day of administration and management time will be required to
package and prepare the correspondence to complete the survey and mapping data. The extra•day
is not within the cwrent budget, but can be added to the fee of Phase 2b.
An email between Roger Sutherland and Therese Walch of the City of Eugene dated July 6, 2004,
outlined an additional $5,000 fee to cover Tasks 2-1, 2-4, 2-5, 2-10, and 2=14 of Activity 2 in the
MAS. As I understand, the $5,000 was not allotted to the project under Phase 2a and would
therefore be included under Phase 2b when scoped. Therefore, we have included that additional
cost in the fee under this letter.
We at PWR have recently participated in a review process of the Tualatin Watershed with the
NSP. The outcome of the review process revealed that the NSP is now requiring lengthy and
detailed documentation of the modeling process as well as requiring additional details of the
floodplain mapping development that has not been apart of the process in the past. In addition,
our hourly rates have increased since we last prepared the scope and fee in June 2004. The
proposed fee to complete Phase 2b, presented in this letter, is based on the hourly rates accepted .
in the Statement of Qualifications that PWR submitted to the City of Eugene, June 2005.
Therefore the cost to complete the floodplain mapping, Phase 2b, will increase. The items that .
remain to be completed are as follows:
