r~
June 7, 2006
Mike and Janell Cobarrubias
57 Carthage Avenue
Eugene, OR 97404
RE: 211 River Avenue; 17-04-13-22 TL 1300
Dear Mr. and Mrs. Cobarrubias:
As you are aware, the City of Eugene is planning to reconstruct River Avenue. After last
year's neighborhood review of the construction plans, several changes were requested.
The revised construction plans as they apply to the portion ofright-of--way adjoining your
property is nearly unchanged except for a small area needed for a utility easement. The
area needed is approximately 25 square feet in size and is located adjacent to your
easterly property line. (See map attached to the easement document.)
Appraisals of commercial properties in the River Avenue area reveal an estimated
property value of $10/SF. You will retain ownership of the easement area. The
placement of the easement is considered to diminish the property value of the 25 SF by
~, approximately 50%. The calculation for compensation is: 25 SF X $10/SF X 50% _
$125. The City hereby offers you a minimum payment of $200 as total just
compensation for the easement. The $200 is a net payment to you. Any expenses, such
as recording the easement, will be paid by the City.
The enclosed easement will need to be signed in the presence of a notary. A return
envelope (to my attention at the City) has been provided for your convenience. Once the
executed easement has been returned, the City will record the document with Lane
County, and your compensation check will be mailed to you.
The City of Eugene appreciates your help and cooperation in this matter.
If you have any questions or concerns, please call me at 682-2679. My email address is:
Lloyd.l.williams(a~ci.eu~ene.or.us . I'm happy to notarize the document if you would like.
Very truly yours,
Lloyd Williams
Real Property Officer
~..
