INTER•FLUVE, lNC.
Streams, Lakes & Wetlands Design, Construction & Restoration Since 1983
March 15, 2001
Mr. Brian Genovese, P.E.
Public Works Engineering
City of Eugene

244 East Broadway -
Eugene, OR 97401
Re: Proposal for W 34`x' Avenue Drainage
Stream Enhancement Design

Dear Brian:
Inter-Fluve, Inc. (Inter-Fluve) is pleased to respond to your request for this proposal to provide
technical assistance to City staff for design of stream enhancements for the W 34th Avenue

Drainage. Inter-Fluve (as a subconsultant to CDM/AGI) has recently completed an evaluation of

existing site conditions and developed a preliminary design concept to return the flow to a natural

stream course.
Proposed Scope of Work

This draft scope of work outlines Inter-Fluve's proposal for providing the City with technical
assistance during design and construction phases of the stream enhancement project. Table 1
(attached) provides a Iist of tasks anticipated for the project and shows a proposed allocation of

tasks and responsibilities among the City, Inter-Fluve, and the CDM/AGI. Attachment A provides
a description of the survey to be conducted by City staff.. Tasks to be conducted by Inter-Fluve and
CDM/AGI are described below.
Task 1 -Project Management (Inter-Fluve). Prepare monthly invoices. Invoices shall identify
expenditures (including hours and direct costs) by task and shall include budget summaries by task.
Inter-Fluve has allocated 16 hours of staff time for this task.
Task 2 -Technical Mentoring (Inter-Fluve). Inter-Fluve's staff will be available to City staff
for discussion and assistance with landscape, restoration, construction issues identification,
floodplain grading, and biotechnical stabilization methods and alternatives. Inter-Fluve has
allocated 32 hours of staff time for this task.
Task 3 -Subsurface Investigation (CDM/AGI). The initial investigation developed some
important information about subsurface conditions, but had to "stop short" because of restrictions
placed on the use of larger equipment. Our design will be influenced by the near surface presence
of bedrock, which must be verified before final design and construction. CDM/AGI will provide a
mini track orrubber--tired backhoe to excavate test pits at several locations along the corridor to
confum the presence of bedrock at shallow depth. This task will include:
• No unreasonable limitation on the equipment, access route, or vegetation damage.
CDM/AGI anticipates using a conventional rubber-tired backhoe for 6 hours. We would
negotiate the site responsibly, but some damage to the vegetation should be expected.
1020 Wasco St., Suite I • Hood River, OR 97031 • 541!386-9003 • Fax: 541/386-9241
