Trail system improvements represent the second-highest priority of the Skinner Butte Park
Master Plan (SBPMP), but is a large-scale undertaking requiring prioritization among many trail
reconstruction/new construction options on Skinner Butte and along the Willamette River. Larry Wilson,
who worked on the Amazon trail connection, will be reviewing the concept plan included in the SBPMP,
making recommended changes, staking key trail alignments, recommending trail treatments and any
necessary special structural features, cost estimating improvements section-by-section, and listing
suggested priorities. He will be working on an hourly basis with anot-to-exceed total of $3000. The
target completion date for the planning and design work is February 15th.
This planning process will help us focus a portion of the remaining bond funding for SBP on trail

renovations. Construction drawings will be developed for highest-priority improvements within a budget
of $35 in anticipation of construction in July-October 2004. I anticipate a separate personal services

contract with a trail engineer to develop the construction drawings and specifications to begin in March.
