We are very pleased to offer you this
proposal to conduct the necessary wetland delineation and report development for the
project.
Project Understanding
The parcel to be investigated is located at the northeast corner of Royal Avenue and
Greenhill Road and is approximately 7.28 acres. The property is privately owned by Jorge
Morillo, but the City is looking at acquiring a portion of the property and will fund the
delineation of the entire site. Permission has been granted to enter the property for the
purposes of conducting the delineation.
You have requested that Satre Associates conduct the necessary field work and
documentation to establish the limits of jurisdictional wetlands at the Morillo property.
Task Outline
Satre Associates proposes to conduct the following tasks for this project:
Task 1. Existing Document Research: All resources presently available will be collected
and briefly analyzed prior to beginning field investigations. These resources include air
photos, National Wetland Inventory maps, the Soil Survey for Lane County, Oregon, the
West Eugene Wetlands Plan documents and other previous delineations in the vicinity.
Task 2. Field Inventory: The wetland delineation will be conducted according to
methodologies established in the 1987 US Army Corps of Engineers Wetland Delineation
Associates, P Manual, particularly the methodology for sites greater than 5 acres in size. Transects will
i~2 East Broadway be established on the parcel and sampling points will be taken which will best characterize
S>Mite 536
Eagene, Oregon 97401 the existing environment and the boundary between identified upland and wetland areas.
Phone 541:.465.4721 Data will be collected for each sampling point. Documentation and Coordination: All wetland sampling points will be fully
described and documented on data sheets. If wetland areas are found to be not present
upon the property, a brief memo will be developed to document these findings. Wetland
boundaries will be mapped onto available base maps (the topographic maps and aerial
photos in City possession will prove very useful). A Wetland Delineation Report of
Findings will be developed, the draft will be provided for your review, and the Final Report
will be delivered to you for submittal to the Division of State Lands and the US Army
Corps of Engineers.
Planners, Landscape Architects and Natural Resource Specialists
