CH2M HILL
2020 South West Fourth Avenue
3rd Floor
Portland, OR 97201
C H2M H I LL Tet 503.235.50°°
Fax 503.736.2000
June 16, 2006
323992
Terry Colvin
Eugene, City of
Public Works, Engineering
244 E Broadway
Eugene, OR 97401
Subject: Polk Street Water Quality Vault -Contract Amendment
Dear Terry:
Enclosed please find our proposed revisions to Amendment 2 and our proposed contract
Amendment Nb. 3 to City of Eugene Contract No. 2005-00208, for Project #3984. This
amendment is budgeted to•allow us to complete the design of the water quality facility.
Amendment No. l authorized initial project scoping; this Amendment authorized payment
of $6,014, and was billed to 100%. Amendment No. 2 authorized an additional fee of

~llr $93,772. To date, approximately $98,000 in charges have accrued on the project under
Amendment No. 2. Of these charges, approximately $50,000 was associated with preparing
- items identified in the current scope of work. The remaining $48,000 has accrued as a result
of the additional cost to analyze and evaluate alternative designs. The City has agreed to
. compensate CH2M HILL for some of these activities, totaling $31,000. These are: purchase
order for confined space entry subcontract, portions of 50% structural and transportation
design services, 50% design memorandum, system efficiency memorandum,
instrumentation and controls evaluation, overshot weir schematic design, investigation of ,
mechanical/pumping equipment, and portions of scoping for final design services.
CH2M HILL will not seek reimbursement for the remaining $17,000, which includes:
portions of initial project scoping, evaluation of proprietary storm water treatment systems,
portions of 50% transportation design, and portions of scoping for final design services.
To be in compliance with the current Amendment No. 2, additional tasks would need to be
performed within the remaining current authorization. Some tasks of the original scope of
• work have not been performed, nor, in our opinion, will these tasks be necessary. It is our
position that these tasks, valued at approximately $44,000, are not needed to meet the City's
project goals and can be deleted from Amendment No. 2 without consequence. Therefore,
no additional charges will be accrued to the project to complete the scope of work defined in
Amendment No. 2. The deleted tasks are described in Amendment No. 3.
Finally, the City has requested a cost proposal, incorporating changes to the project that
have been decided on over the course of the project to date, to complete the contract
