FEMA Fee-Charge System Administrator
PO Box 22787
Alexandria,~VA 22304
I also spoke with Kevin about a proposed response to their Comment #2 regarding paragraph 65.12 and his impression was that it
cc~ probably be presented in a few sentences. What we'll need to do is certify that there are no insurable structures at the
s~ns in question, that the City owns all of the affected land, and that an alternatives analysis has been completed (the Corps
fea~bility study should qualify). I'll draft up a letter to send down to you for Donna Stark to sign. Before I do that, though, I need to
check the row line in one location along the Delta highway. Do you happen to know who I could talk to to find out the offset for the
state highway easement? Someone in your survey branch, maybe? Unfortunately my GIS and CAD layers don't show the
property lines, so either way I'd like to track them down electronically if available. If there's an impact we'd have to send a legal
notice to the state -hopefully that can be avoided, but I'll need to verify their easement line to be sure. I wouldn't worry about
trying to package the payment and additional responses together -they end up in totally different departments anyway. Let me
know if there are any questions. I'll wait to hear from you that the fee will be required. If you hear of a major river elevation event headed
our way, please let me know and we'll put together a posse to go out to read the gauge. Otherwise, we'll stop our regular
readings until further notice.
Kevin
-----Original Message-----
From: Price, Krey Tt, Inc. We can make do with what we've got and safety far outweighs the
importance of any data. Sounds like we have quite a few readings already, and I'll get another one this weekend when I'm
down there surveying in the elevations. As long as the river is at a normal stage, we won't need any addtional readings at
this gage. If there were a peak event, it would be good to get that -but again, not worth risking someone's safety. If we see
something is on the way, maybe we could talk about how to safely arrange for getting a reading. Hopefully the weather
patterns and high water corresponding to a peak event would at least temporarily drive out the folks who are camping out
there. We are getting a bit late in the season to expect a major event, so it may not even end up being an issue. It would
also be good to get a low low reading later this summer -we'd need to figure out how to get that when the time comes. That
one probably would have a lot more flexibility as far as the time frame, and I could just plan on getting it some time when
I'm down there anyway.
3/24/2005
