• Public Works
Engineering
City of Eugene
244 East Broadway
Eugene, Oregon 97401
(541) 682-5560
(541) 682-8410 FAX
Memorandum
Date: August 13, 2004
To: Mike A1ltucker, Eugene Sand and Gravel
From: Michelle Cahill, Principal Civil Engineer
Subject: Lease of portion of tax map 17-03-061ot 800
For soil storage for Delta Ponds project (City Job # 4003)
Thanks for agreeing to work in partnership with the City regarding the storage of materials for the Delta
Ponds project. I believe we have discussed most of the following points, I filled in where I recognized an
area we didn't discuss. See if you agree.
• The City estimates approximately 30,000 (in place) cubic yards of soil will be
transported from the Dragon Fly Bend project at Greenhill Road and Royal
Avenue for placement on Eugene Sand and Gravel Property.
• The soil is estimated to cover two acres of land approximately 18-20 feet high.
• The time frame for storage is uncertain but believed to be no longer than two
years (anticipated end of term September 2006).
• Eugene Sand and Gravel will be paid $0.03 per cubic yard per month within 30
days of receipt a monthly bill. .
• The stock pile & adjacent area will be graded to mimimize ponding of water.
• The stock pile material will not be covered or seeded. The vegetated buffer of the
site will provide erosion protection to adjacent stormwater facilities. Minimal
exposure to seed sources is desired by Eugene Sand and Gravel.
• During hauling into the site, the City's Contractor (for Dragon Fly Bend) will be
responsible for access road maintenance including dust control. During hauling
off the site the Contractor for the Delta Ponds project will be responsible for
access road maintenance including dust control.
• Upon removal of the soil the site will be graded as close to it's original condition
as possible. No seeding or other site work will be required.
• If the soil is not removed prior to September 2006 the lease agreement maybe
extended if mutually acceptable by both parties.

it If you agree with these points we will incorporate them into a lease agreement for signature.
Thanks so much for your partnering in this endeavor.
