Here is the email with the idea of how this acquisition could be funded. We got approval on the split from Kurt pending $ availability, I didn't do any more after this and I guess I should have. The Delta Ponds project wanted to acquire a sliver of a 16 acre site in River Road to include a restoration of an old slough outlet from an existing pond as part of the project. The property is adjacent to City owned greenway and another parcel of park property. The property owner isn't interested in selling a small portion but has offered to sell us what would amount to two buildable lots for $98,000. The lots encompass a portion of the West Bank Interceptor (WBI) which has an easement that allows structures to be built over the (48") interceptor along with several connections that would be allowed. The Corps would only allow about $5000 of the purchase to be part of our match to the federal portion of the project. Purchasing the property would provide additional protection to the WBI, provide the area for the restoration of the old slough and reconnection to the Willamette River and provide a buffer to the newly created connection. We recommend purchasing the property offered for the $98,000 and using a combination of WW funds and stormwater funds. The split could be 50/50. We are thinking roughtly $50,000 from WW and $50,000 from stormwater. The Wastewater fund has several funds that could be used on the capital side... the Sewer Construction Petition Match has about $460,000; The Deferred Sewer Assessments has about $240,000 and Service for New Development has about $117,000. These accounts go back to 1997. Val believes the money is available. The stormwater funds could come from waterway acquisition and Delta Ponds project (recognizing the funds won't be art of our match and increase estimated project total; mi ht make the state grant application more appealing tho~ If we used $25,000 out of the acquisition funding and 25,000 out of funds we have identified as part of the Delta Ponds project. We have (in the C1P) $40,000 from 531 in fy'02 and $300,000 from 531 in '03 for Delta Ponds. Andrea has looked at whether stormwater SDCs would be available for this acquisition and determined it wouldn't meet the SDC criteria (of play area(?)). WOULD YOU SUPPORT THIS RECOMMENDATION? me 1
