C. WORK ACTIVITIES <br /> Task 7. Project Coordination and Management <br /> 1.1 Assist in developing the overall work plan <br /> 1.2 Attend monthly project staff and Plan Advisory Committee meetings as necessary <br /> 1.3 Present findings to project committees as necessary <br /> 1.4 Monthly check-in with City project manager <br /> 1.5 Produce and submit quarterly progress reports <br /> 1.6 Integrate natural resource issues into process and plan <br /> Deliverables: Finalized work plan; quarterly progress reports <br /> Task 2. Develop Community Profile <br /> 2.1 Work with City staff to define planning and planning subarea boundaries. <br /> <br /> 2.2 Create G1S planning area boundary coverage. <br /> <br /> 2.3 Determine population estimates for 2000 and 2020 city-wide (i.e., UGB) and for each <br /> planning subarea. <br /> 2.3.1 Develop 2000 population by planning subarea. <br /> 2.3.2 Conduct overlay analysis of unbuildable constraints, plan designations, and slope <br /> for each of the planning areas. Create table of buildable {and by slope and <br /> planning area. <br /> 2.3.3 Create 2022 population projections by planning subarea and document <br /> assumptions and methodology. Methodology includes: <br /> • Meet with Eugene Planning staff to determine adjustments due to new and <br /> anticipated changes in plan designations in the Eugene urban growth <br /> boundary, <br /> • Adjust buildable land acreage totals within planning subareas, <br /> • Apply assumptions contained in the Eugene-Springfield Residential Land <br /> Study or those recommended by Eugene Planning staff to determine future <br /> population in the planning areas, and <br /> • Compare to an independent projection of the Eugene urban growth boundary. <br /> <br /> 2.4 Analyze and describe existing demographics using 2000 Census data city-wide and by <br /> planning area in terms of population by age, gender, household size, ethnicity, and <br /> income.' <br /> 2.5 Examine city-wide demographic changes that have occurred since 1990 (census data). <br /> 2.6 Provide a general description of local economic trends for the Eugene metropolitan area. <br /> <br /> 2.7 Prepare draft community profile report. <br /> 2.8 Conduct literature review of planning related studies and policy (neighborhood, city, <br /> metro, county, state, etc.) <br /> 2.9 Prepare annotated bibliography citing how studies generally apply to parks, recreation, <br /> and open space decision-making.
