(541) 682-4567 Memorandum To: Eric Wold, Parks and Open Space Division, Wetlands Program Supervisor From: Jeff Krueger, Lane Council of Governments Subject: Wetland and Open Waterways Site Planning Technical Assistance Contract Date: July 6, 2004 This memorandum describes services rendered for the Wetland and Open Waterways Site Planning Technical Assistance Contract (#2004-05402) for the fourth quarter of fiscal year 2004 (April 1, 2004 - June 30, 2004). The activities are broken down into four primary activity codes: Dragonfly Bend Habitat Enhancement Project (non-mitigation bank); Dragonfly Bend Mitigation Bank TA; General POS Assistance; and Mitigation Bank TA. This contract was amended on May 26 to add an additional $15,000 to the contract (total contract amount $42,500) and to extend the contract end date through February 1, 2005. Fourth Quarter Services Provided Dragonfly Bend Habitat Enhancement Project: • Revised conceptual concept diagram to reflect design changes (over aerial base) Dragonfly Bend Mitigation Bank TA: • Updated Dragonfly Bend Existing Conditions and Action Plan Maps to reflect updated wetland delineation. • Updated the Dragonfly Bend MIP narrative to reflect new wetland delineation and minor concept changes (upland prairie location, berm along road, water control structure). • Attended a Field Operations Group meeting (May 15). General POS Assistance • Met with Scott Duckett regarding a National Park Service application for technical assistance through the Rivers and Trails Community Assistance Program for a Ridgeline Area Master Plan. • Rivers and Trails Community Assistance Program grant writing (Christine Puetz). • Developed a list of property owners within'h mile of the potential National Hertitage Area (NHA) study boundary and produced associated map. • Printed an additional 50 copies of the River to Ridges vision document for Eugene POS use. • Developed a Parks and Open Space for city newsletter (Sarah Finney) • Printed an additional 10 sets of Stormwater Corridor Management Plans for Eugene POS use. • Created Butterfly Survey Routes Map. • Began Wild Iris Ridge Management Planning Procecess: • Developed an Existing Conditions Map (with 2004 aerial base) for the Wild Iris Ridge Site • Conducted three site visits to Wild Iris Ridge. • Researched and recorded Wild Iris Ridge historic and existing conditions. • Organized and lead a staff planning site visit to Wild Iris Ridge (June 29). • Developed a draft set of management goals for Wild Iris Ridge.
