Notes of Meeting for Dragonfly Bend habitat Enhancement <br /> June 2, 2003 <br /> <br /> Attendees: Trevor Taylor, Jeff Krueger, Jack Long, Eric Wold, Michelle Cahill, <br /> <br /> Scott Duckett, Scott Milovich, Kevin Finney, Paul Klope, Terry Colvin, and Steve <br /> Gallup for some <br /> Meeting started with Background and Information given by Scott Duckett. Scott <br /> provided some background to the availability of funds Through BLM, how it came <br /> about and some of the requirements to use of the funds. <br /> Those requirements are: <br /> • Used for the purpose of "On The Ground" effort. That is, actual physical <br /> enhancements, not for use of planning efforts such as storm water way master <br /> plans. <br /> • Used for Riparian enhancements. <br /> • Substantial completion by Sept. 30th 2004 <br /> Permits, reviews and.... <br /> • Environmental Assessment required. This will be reviewed and approved at the <br /> local level. Eric will provide samples and clarification of the requirements of <br /> the EA. Some discussion of who might perform this, It was best thought that <br /> it be contracted out. <br /> • Mike Shippey is conducting rare Plant Surveys as we speak. <br /> • Corp of Engineers Fill and removal permits will be required <br /> • DSL G.A. permits for Wetland and Riparian enhancements also <br /> • Site Review for the City of Eugene <br /> • Certificate of no net rise (City of Eugene) FEMA. <br /> Persons of project influence and other Contacts: <br /> Royal Node contacts include: <br /> • Cinthia Gerling for Waterway Scheme- Talk with Michelle <br /> • Allan Lowe -City Planner <br /> City of Eugene <br /> • Eric Wold -Parks and Open Space Project Manager, EA coordinator, BLM <br /> contact link and financier.
