THE PMP REQUIREMENTS <br /> The following contents are required in the PMP: <br /> 1. Scope of Studies (not to be confused with that initial name the Corps used for <br /> what is now the entire PMP): task specific, detailed scopes of work that describe <br /> the work to be accomplished, in narrative form, and primarily answer the "what <br /> and how" questions. (The answers to the "who", "when" and "how much <br /> time/funding" questions must also be captured.) <br /> 2. Responsibilit Assi ents: product-based work breakdowns, and a <br /> responsibility matrix that defines "who" will be performing "what" tasks in order <br /> to deliver "which" product. <br /> 3. Schedule: performance and milestones that define the anticipated timing of key <br /> decision points, delivery of products, completion of tasks, in-progress-reviews, <br /> and issue resolution meetings. <br /> 4. Measures for Progress and Quality: mechanisms that will be implemented in order <br /> to measure progress and ensure the quality of all study efforts. <br /> 5. Baseline Cost Estimate: estimate of the cost of the anticipated feasibility study, <br /> including a breakdown of costs by major task or product. The cost estimate should <br /> include the level of both financial and in-kind non-Federal sponsor(s) support. <br /> 6. Identification of Procedures and Criteria: the procedures and criteria required to . <br /> assess the adequacy of the completed work effort and ensure study conformity to <br /> all existing federal policies and procedures. <br /> 7. Coordination Mechanisms: identification of how work assignments, completion, <br /> and review of feasibility study products will be coordinated among Corps work <br /> groups and/or external partners. <br /> 8. References: a listing of statutes, regulations, and other guidance needed to <br /> conduct the work identified in the PMP. <br /> The PMP is required to be comprehensive in scope, have sufficient information to define <br /> <br /> products, describe technical and program tasks necessary to produce the products, and <br /> define the level of detail necessary for accomplishing each task. <br /> Local assistance is necessary with all of the above.
