PROPOSED PROJECT PURPOSE AND DESCRIPTION <br /> Project Purpose and Need: The Eugene Airport is the largest airport facility between Portland and San Francisco. It has seen <br /> consistent Increases in ridership and must develop a facility sufficient to handle larger and more numerous aircraft This includes <br /> development of a new approach that will shy Arrport Road beyond the Rumvay Protection Zone and move traffic more efficiently <br /> through the intersection with south Greenhill Road <br /> Project Description: This permit application is the final phase of Corps Permit # 1999-01575, which included all projects <br /> identifred in the 1999 Master Plan process as occurring within 10 years of the Master Plan. S separate phases of development were <br /> proposed <br /> for a total of 1 S acres of impacts to jurisdictional wet/ands. The first 4 phases have been constructed and Phase S, the <br /> Airport Road Realignment project, is plannedfo? construction in 2006. <br /> ;The Airport Road Realignment Project will shy the existing road to the south approximately 1000 feet to the south, avoiding <br /> ~mpdcts to a pond system managed by ODFW <br /> for pond turtle habitat and placing the new road beyond the Runway Protection <br /> ,Zones The intersection with the southern leg of Greenhill Road will be realigned to allow for non-stop traffic, flow to and <br /> from the <br /> rt irport. <br /> A new'air trpf}?c control device wit! be installed at the southern end of <br /> the new rumvay, requiring a small structure and lighting <br /> System. <br /> approximately 3.89 acres of agricultural wetlands and drainages will be permanently impacted by this project. Sub-excavation will <br /> remove approximately 1000 cubic yards of organics, silts and clays from jurisdictional areas, and approximately SSOD cubic yards <br /> gfgravel, culverts and pavement will be placed within jurisdictional wetlands. Temporary impacts wilt be avoided by carefully <br /> lpcating staging areas and traffic beyond remaining wetlands. <br /> ~'he City will utilize the West Euge»e Wetlands Mitigation Bank jar their compensatory mitigation requirements. <br /> Material will be brought to the site via the marry roads which presently surround the area. Approximately 8S, 000 cubic yards of <br /> rrjatertal will be imported by trucks. This material includes all base materials, surface treatments and soils required to build the <br /> r~ew roadway. Access roads will be developed around the perimeter of <br /> the project area, within a newly built security fence. <br /> The hydrological characteristics of <br /> the project vicinity will not change beyond the limits of the filling activity.
