I am in agreement with your <br /> findings that the liner installed on this project surpasses the minimum wall thickness requirements. <br /> As you know, we are trying to resolve the non-compliant specification issue which requires the liner wall <br /> thickness not vary more than 5% from the proposed nominal thickness; see Section 00490.96.31of the Special <br /> Provisions. Of primary concern is that the Inserta Fittings used to connect the service lines to the new liner <br /> systems are within an allowable operating range for this reduced liner wall thickness. <br /> I have been in contact with the manufacturer's technical representative, Dick Kief president of Inserta Fittings <br /> (Company, and he is in agreement that their fittings will operate within the ranges of the liner thicknesses <br /> Installed. <br /> To resolve this non-compliant specification issue I suggest that no penalties be enforced at this time. Instead, I <br /> propose holding the project retainage for the duration of the full 1 year warranty period. This retainer amounts <br /> to $55,171.78. City crews will perform the warranty TV inspection work at no additional cost to the project <br /> next December or January. Any other warranty issues will be managed according to the contract. <br /> ..Please mail a written response to this proposal.
