Seward Meintsma >
September 1, 2004 ;

' Page 3
Pavement Analysis & Report
The FWD and core test data will be analyzed to backcalculate the in situ Mr of the subgrade soil and,
for overlay or inlay analysis, the effective structural number of the existing pavement. Truck and bus
traffic data provided by the City will be analyzed to develop estimates of the cumulative equivalent
18,000-pound single axle load (ESAL) repetitions fora 20-year design period. Pavement design
analysis will be accomplished using the procedures of the January 2003 ODOT Pavement Design Guide
and the 1993 AASHTO Guide for Design of Pavement Structures. Design recommendations will be
developed for overlay, inlay, deep milling and reconstruction as appropriate for the project conditions.
Alternative flexible and rigid pavement designs will be developed for reconstruction. We will prepare
technical memorandum reports for each roadway segment to present our findings and
recommendations. These reports will include design documentation, distress maps and typical sections
depicting our design recommendations.
Field Review Meeting
We have assumed one meeting with City staff for field review of the projects.
Project Schedule
Our estimated schedule for the work is as follows:
Project Schedule -Table 2
Task Start Date Estimated Com letion Date
Project Start October 4
Field Reconnaissance October 4 October 8
FWD Testin October 11 October 15
Visual 5urve October 11 October 22
Corin Ex lorations October 25 October 29
Desi Anal sis November 1 November 24
Re rts November 22 December 10
Project Fee
We propose to accomplish the above described work scope on a time and expenses basis in accordance
with the rate schedule in our current Personal Services Contract with the City (2003-00216). Our
estimated fee as itemized in Table 3 for this work is $64,800, which we agree not exceed without your
prior authorization. In case it becomes necessary to adjust the scope of projects included in this
proposal, the not to exceed fee can be adjusted accordingly at the unit rate of $2.27 per centerline foot
of street for increases or decreases in project scope within t 30% of the total length of the street
segments now included in the proposal (28,708 lineal ft).
