<br /> ,Y , <br /> BACKGROUND AND APPROACH <br /> Based on information provided by Mr. Matt Rodrigues, we understand that the City is considering <br /> rehabilitation of the above listed road sections. We have completed a preliminary evaluation of <br /> the existing pavements at the site. There is limited potential for overlay on these road sections <br /> due to curbs and existing grades. Distress is predominately limited to transverse cracking and <br /> raveling in the travel sections. There are also instances of isolated fatigue cracking in some <br /> areas. Amore detailed survey of the pavements will assist in completing this evaluation. <br /> SCOPE OF WORK <br /> We propose to complete shallow cores and FWD testing on each street to evaluate the existing <br /> pavement conditions. Our specific scope of services will include the following: <br /> • Complete a distress survey of the existing pavement, including logging the extent of cracking <br /> and rutting. <br /> • Explore subsurface conditions in the proposed sections by completing from two to six cores <br /> per road section (see below for recommended cores for each road) to depths of up to 5 feet <br /> below ground surface. <br /> Maintain a detailed log of the explorations and obtain samples of the pavement, base, and <br /> subgrade materials encountered. <br /> Provide traffic control and traffic control plans through our subcontractor. We anticipate that <br /> permitting requirements and fees will be handled by City personnel. <br /> Estimate the traffic loading by calculating ESALs based on traffic data provided by the Ciry of <br /> Eugene. <br /> • Conduct FWD testing at 100- to 150-foot intervals in the outside wheel path of the exterior <br /> lanes in both directions to evaluate the structural condition of the existing pavement and <br /> subgrade modulus. <br /> • Analyze the FWD data to back-calculate the in-situ resilient modulus of the subgrade soils <br /> and the effective structural number of the existing pavement structure. <br /> • Evaluate rehabilitation and reconstruction options based on FWD testing, subgrade <br /> conditions, soil borings, and traffic data. <br /> • Provide a report summarizing our recommendations for each road section. <br /> SCHEDULE AND FEE <br /> We are prepared to begin the preparations for field work upon your written authorization to <br /> proceed. Our recommendations will be available one to two months following the field work. We <br /> will provide a verbal summary of our findings as the information becomes available. <br /> We propose that our services be provided in accordance with the Schedule of Charges and <br /> General Conditions, which are attached to and part of this proposal. For the scope of services <br /> described, we will complete our work on atime-and-expense basis for snot-to-exceed fee of <br /> $99,392. An itemization of our estimated expenditures is included as an attachment. Please <br /> note that the above fee is based on performing testing while minimizing travel between Eugene <br /> and Portland, with GeoDesign personnel staying in the Eugene area when possible.
