HAMLIN Peggy D
from: POMES Carol K
ent: Monday, March 28, 2005 9:05 AM
KLOPE Paul W
Cc: CARIAGA Mia
Subject: RE: Request for exemption to use Sole source for RCC Pilot projects
Paul, I approve this sole source for a pilot project to test RCC materials/applications. If this would be considered a "Public

Work" by SOLI, prevailing wages would still need to be paid.

Carol
-----Original Message-----
From: KLOPE Paul W
Sent: Friday, March 25, 2005 8:27 AM
To: POMES Carol K
Subject: Request for exemption to use Sole source for RCC Pilot projects
Engineering would like to contract with Eugene Sand and Gravel (ESG) as a Sole Source to construct a series of
very small pavement rehab. projects in various locations to research various material characteristics, determine
appropriate mix design parameters for locally available materials, and observe constructabilityand inplace
performance using a variety of designs and construction techniques and observe it's durability under a variety of
traffic loading environments of roller compacted concrete (RCC). This material has never been used in Eugene,
and the only known location it has been used in the northwest for a public project is in Portland in the 1980's (the
lead engineer for Portland's Transportation Bureau did not even know it existed and had no info. on it). I have
been unable to locate other public installations of this material west of the Rockies. No other contractors or
suppliers in the area have prepared or constructed RCC for public projects. My research has included a web
search, discussions with City of Portland, Medford, Springfield, Bend, Salem, Corvallis, Lane County and ODOT,
and discussions with national and regional concrete industry representatives.
I have begun working with ESG providing them with information I have been able to gather regarding mix design
and construction. Due to the experimental nature of this work, I need to be able to work with the same
contractor/supplier over the course of all the installations so that they can learn how to make the mix correctly and
install it correctly, and so that the City can determine what the best mix design, best construction techniques, and
most successful design will be. This will allow us to write specifications and design methodology.
Initially we have selected 4 locations to experiment with : a small section of bike path next to Jefferson Middle
School; a small section of alley north of 13~' and east of High; several panels on the east side of Olive Street south
of 18"'; and, depending on the results of the previous installations, a small section on the north of 18"' Street east
of Chambers. The estimated total cost of all of these installations is $46,324 (without 18"', it is $29,391).
Depending on what we learn on these installations, I would like to include an "option" for a future set of
installations, if needed, of up to approximately the same dollar amount under this same Sole Source exemption.
Please contact me if you need more information.
1
