<br /> Bids shall be accompanied by a certified
<br /> check, cashier's check or bidder's bond
<br /> payable to the City of Eugene in an
<br /> amount equal to ten percent of the amount
<br /> bid. Filing of a qualification questionnaire
<br /> before bidding wilt not be required. Contin-

<br /> The City may reject any bid not in com-
<br /> pliance with all prescribed public bidding
<br /> procedures and requirements, and may re-
<br /> ject for good cause any or all bids or to
<br /> waive any specification or requirement
<br /> upon a finding of the City that It is in the
<br /> public interest to do so.
