In the event that any <br /> ~ provision of this Contract conflicts with any provisions of any other provision, the provisions of <br /> <br /> ~ the following documents shall be given priority, unless otherwise specifically set forth in the <br /> Contract: <br /> 23.1 Permits from Government Agencies; <br /> 23.2 This City of Eugene Federally Funded Public Improvement Contract; <br /> 23.3 Addenda to the FAA General Provisions; <br /> 23.4 FAA General Provisions; <br /> 23.5 Addenda to Technical Specifications; <br /> 23.6 Technical Specifications; <br /> 23.7 Change Orders; <br /> 23.8 Plans; and - <br /> 23.9 Contractor's Bid. <br /> SECTION 24. NO THIRD-PARTY BENEFICIARIES. The parties to the Contract do not <br /> intend to confer on any third party any rights under the Contract. <br /> SECTION 25. EFFECTIVE DATE.
