Exhibit B <br /> SCOPE OF WORK AND COST ESTIMATE <br /> Project Name: North Game Farm Rd: Old Coburg Rd - I-5 (Eugene) <br /> City Job #4376 <br /> A. BACKGROUND AND PROJECT DESCRIPTION <br /> The purpose of this Scope of Work (SOW) is to help the City of Eugene ("Agency") satisfy the <br /> requirements of Section 106 of the National Historic Preservation Act (NHPA), Section 4(f) of the <br /> Department of Transportation Act, Oregon Revised Statutes (ORS) 358.640, 358.920, 358.653, <br /> 390.235 and the Archaeological Resources Protection Act. This work must be conducted by an <br /> Archaeologist who meets the Secretary of Interior's Professional Qualification Standards of 36 <br /> CFR Part 61 Appendix A in the field of Archaeology. Under this SOW, Contractor shall prepare <br /> Archaeology Baseline (or Phase One) Report, a Programmatic Agreement (PA) IV,[emorandum for <br /> a Minor Transportation Project and any contingency tasks authorized in writing by Agency. <br /> Project Location: <br /> This project is located in Northeast Eugene between Old Coburg Road and just south of where <br /> the roadway passes under the I-5 freeway. The project location may be more specifically <br /> described as Township 17 South, Range 3 West, Sections 15 and 16, W.M. in Lane County. <br /> Project Description: <br /> The City of Eugene has obtained federal transportation funds for this project. North Game Farm <br /> Road is classified as a Minor Arterial and passes under I-5 into Springfield and connects with <br /> Gateway Road and Beltline Highway immediately east of the Beltline/I-5 interchange. Old <br /> Coburg Road is classified as a Major Collector and is in design for modernization under the Local <br /> Federal-Aid Project "Chad Drive Extension" (Key No. 13404). 'The I-5 bridge across this roadway <br /> is currently under construction under the OTIA Project "I-5: Belt Line Interchange (Eugene- <br /> Springfield) Sec." (Key No. 14197). <br /> The proposed improvements for this section of North Game Farm Road will match the current <br /> improvements of the County section #o the north and City of Springfield improvements to the <br /> south. The project generally proposes to widen the existing street to extend the existing center <br /> turn lane approximately 400' to the southwest, accommodate a center turn lane, add striped <br /> bicycle lanes and set-back sidewalks on both sides of the street. No additional right of way is <br /> needed for this project. <br /> B.
