CITY OF EUGENE CONTRACT #200b-00243 <br /> Exhibit A -Page 1 of 3 <br /> June 14, 2006 <br /> Mr. John Bonham <br /> City of Eugene <br /> via a-mail: john.j.bonham@ci.eugene.or.us <br /> RE: SEWER LINE EXCAVATION GEOTECHNICAL,/GEOHYDROLOGY ASSESSMENT <br /> Deaz John: <br /> Per our recent telephone conversations, I am providing the following proposal to conduct <br /> subsurface exploration in the vicinity of the planned sewer pipe between Royal Avenue and <br /> Greenhill Road. Due to timing issues, and coordination with drilling companies, it appears that <br /> subsurface exploration using an excavator is the most timely and cost-effective method to obtain <br /> the desired data. <br /> The work is designed to develop information regarding expected excavation conditions along the <br /> pipe alignment and determine the likelihood that installation of the pipe will impact the wetlands <br /> negatively by changes in the drainage regime. It is expected that the native soil sequence at the <br /> site consists of an upwardly fining alluvial deposit, with gravel located at some, as yet <br /> undetermined depth within the zone which is to be explored. The excavation cost is predicated <br /> on installation of test pits at 4 sites. The excavation will be performed using an excavator with a <br /> maximum reach (digging between the tracks) of 20 feet. When digging in front of the tracks, the <br /> maximum depth attainable is 17.5 feet. Test pit locations will be determined by measurements <br /> with a tape measure from points identifiable on maps of the site. If requested, for an additional $ <br /> 150.00, the test pit areas can be covered with hay or straw for erosion control after completion <br /> Soils encountered in the test pits will be classified according to the Unified Soil Classification <br /> System using ASTM Method D-2488 (Visual-Manual Procedure). In particular the observations <br /> will focus on the presence of aquitards or impervious soil strata which might perch surface or <br /> shallow groundwater. Groundwater levels and saturation are proposed to be estimated during <br /> excavation, although soil samples can be collected and assessed for moisture content. <br /> The report will contain conclusions regarding expected excavation stability, and if applicable, <br /> <br /> identify those zones which might be considered perching layers. If such layers are encountered <br /> <br /> the report will also contain options for repair of these aquitazds once the pipe has been laid. <br /> <br /> As of today, the field work can definitely be performed on June 27, and a possibility exists that <br /> <br /> the work can be done on the 21St. A report should be available either on the 28th or the 30th of <br /> <br /> June. <br /> <br />
