Based on a review~of the applicable criter~, this application is approved subject to the <br />conditions listed below. Construction activif~es or tree removal not in accordance with <br />these conditions shat( be considered a violation of the Tree Removal Permit and shall be <br />subject to enforcement action and/or penalties. <br />1. Before this permit is issued, the applicant shall pay to the city the replacement value <br />of the trees being removed. R-6.305-C (3) states: <br />...Permit approval may be conditioned upon replacement of the street tree with <br />another tree pre-approved by the city, or a requirement to pay to the city an <br />amount sufficient to fund the planting and establishment by the city of a tree of <br />similar value. The value of the existing street tree fo be removed shall be <br />calculated using the plant appraisal method established by the Council of Tree <br />and Landscape Appraisers. <br />The appraised value of the wo~utprigh„ English oak trees proposed to be removed <br />under this appli ~" ~,;, ~ is permit is issued, the applicant shall <br />make payment in that amount to the City of Eugene, at the Office of the Urban <br />Forester at 1820 Roosevelt Boulevard, Eugene, OR 97402. <br />2. Applicant shall be responsible for the construction of a concrete mow strip at the <br />base of the sign being built under this permit. The mow strip shall be formed 1$" <br />wider than the dimensions of the sign on all sides, and poured to a depth of 4n thick. <br />3. Applicant shall be responsible for the safe removal of the street trees, stumps, and <br />all remaining debris. <br />4. a. Tree protection measures as defined in the attached City of Eugene Standard <br />Drawing Tree Protection Detail LS120 shall be applied in order to protect any other <br />street trees present within the right-of--way adjacent to this property when any <br />construction activity is anticipated within the critical root zone of the street trees. <br />b. When protective fencing is necessary, it shall be inspected and approved by the <br />Urban Forester's Office prior to beginning any construction activities. Applicant shall <br />call Urban Forestry at 541/ 682-4800 as soon as the fencing is installed. Inspection <br />shall take place within 48 hours. <br />c. Tree protective fencing shall be maintained erect and in good condition until <br />completion of all construction activities. ` <br />5. No excavation, grading or other construction activity, including equipment or material <br />storage, shall occur within the area of tree protective fencing.' <br />6. The applicant shall provide all utility locates for any work within the City owned right- <br />of-way. <br />7. The applicant shall obtain all applicable permits prior to beginning any work on site. <br />8. A copy of this Permit and any Conditions of Approval shall be kept at the site for the <br />duration of project construction. <br />
