SDC FUNDING ELIGIBILITY GUIDELINES <br />At Good Job Number time, prepare a narrative for the project describing the percentage of each of the <br />system improvements (transportafion, sanitary, and storm) which are to be funded through SDC. Be clear <br />and specific when outlining the reasons why a project or a portion of a project is SDC eligible. This <br />narrative will document the rationale for funding throughout the life of the project. <br />TRANSPORTATION - Paving, Street Lights, Signals <br />' SDC Eligible: <br />Basically, projects or portions of projects on arterials or collectors are eligible for SDC funding if the <br />improvement is the result of present or future growth. Some projects may be a combination of <br />reconstruction and capacity enhancement (e.g., 18th Avenue west of Chambers). If it is suspected that a <br />project may be partially SDC eligible, contact Brant Williams or Les Lyle to determine potential eligibility. <br />The rationale for Bogart/Bailey is provided below as an example: <br />- A portion of the improvement is being constructed due to new development. The <br />development may be in the immediate vicinity or may be within the larger area, but <br />increased traffic volume impacts this project and the infrastructure network must be <br />expanded to support this growth. <br />- We are building all or part of this improvement due to present or future growth. <br />- Growth has occurred in the last three to five years and we are just now responding to the <br />need. Construction may be delayed due to the time required to gather petition/poll letters, <br />or to initiate the improvement (Terry Street, Goodpasture, Green Acres~. <br />NOT SDC Eligible: <br />- The project addressed a long-standing issue, and is not due to growth in the last three <br />years or sa <br />- The area is predominately developed and has beeri for more than approximately five <br />years (Marshall Street). <br />- It is not likely that there will be further development in the service area in the near future. <br />- The predominant project goal is to bring the existing roadway up to City standards (e.g., <br />unimproved local street). <br />- The project solves an existing or long-term operational problem (13th and Chambers turn <br />lanes). ~ <br />SANITARY AND STORM <br />Establishing sanitary and storm SDC eligibility is more clear-cut than transportation eligibility. Basically, <br />extra capacity to serve new development is SDC eligible. Since developed areas are already served, <br />virtually all extra capacity is installed due to growth and, therefore is SDC eligible. <br />Q:IFORMSIPROJECTIDESIGMSDC.FRM <br />
