City is currently pursuing certification in: consultant selection; design; advertising, bid <br />and award; and construction contract administration. City first contacts and works with <br />State prior to cc,rnmencing activities for City to become certified in such new area(s). <br />As: a result, tti~ Agreement grants authority to City under the oversight of State to <br />select consultants, design, advertise, bid and award, make contractor payments, <br />provide construction contract administration, and ensure a construction quality <br />` assurance/quality control program for City's federal-aid. non. NHS projects...ln. addition, <br />City is `authorized to pursue certification in these areas, consultant selection; design; <br />advertising, bid and award; and construction contract administration provided State <br />shall retain responsibility for all environmental review, .permitting,, agreements or <br />approvals that are necessary as a result of the federal action.
