used by the West Eugene Wetlands Partnership. In addition, the wetlands at Meadowlark Prairie were enhanced this fall
with the planting of more than 15,000 native, flowering plants and grasses. These plants were planted near viewing
areas, promising a brilliant wildflower display this spring for users of the Fern Ridge Path. In addition, over 4,000 native
trees and shrubs were planted along different branches of Amazon Creek to enhance the quality of the streamside habitat
for fish and wildlife.
The West Eugene Wetlands Partnership is a collaborative effort by the City of Eugene, U.S. Bureau of Land
Management, The Nature Conservancy, U.S. Army Corps of Engineers, Oregon Youth Conservation Corps, U.S. Fish &
Wildlife Service, McKenzie River Trust, and Willamette Resources and Educational Network (WREN). It has one of the
most successful track records of any similar program in the region and is considered a national model for innovative and
collaborative wetlands management. For more information, contact Wetlands Program Supervisor Eric Wold at 682-4888.
Centennial Celebration Honors Students for Essays on Importance of Aviation
Seven local students were honored for their essays in a celebration held Wednesday at the Eugene Airport to mark the
100th anniversary of the first successful manned flight. The Federal Aviation Administration (FAA) air traffic control tower
staff asked local students to submit essays on the importance of aviation. The FAA staff then graded the essays based
on content, the amount of research necessary to complete the essay, and grammar.
Singled out for top honors were Katelyn Alexander, a junior at Sheldon High School, and Daniel Lopez, a sixth grader
who is home schooled. The Eugene Airport gave the two top essayists a small cash award and a matted photo taken at
the airport in 1943. Friendly Air Service presented the runners up with free scenic flights and will give the top two winners
a free flight lesson. For more information, contact Eugene Airport Operations Supervisor Mike Coontz at 682-5044.
City Moves Forward With Sale Of Olive Street Parking Lot
On November 25, 2003, the City of Eugene closed the sale of the City-owned parking lot located on Olive Street, just
south of 13th Avenue. The property was sold to 1375 Olive, LLC, comprised of the six-member homeowner group led by
Jean Tate that successfully responded to the City's request for proposals (RFP) for the development of the site. The
group plans to move forward with its proposed mixed-use condominium project which would include 32-40 units of
ownership housing and ground floor commercial. The sale agreement requires the buyer to develop the property in a
manner consistent with the RFP response. Marketing and sales of the units is expected to begin in early 2004, with
construction tentatively scheduled to begin in the summer of 2004. The City has retained the option to repurchase the
property if construction of the project does not commence prior to November 2004. The property sale was directed by the
council for the purpose of providing partial funding for the new library construction. The property was sold for $350,000.
Questions can be directed to Denny Braud, Planning and Development Department, 682-5536 or
denny.braud(cci.eugene.or.us.
EUGENE CITY COUNCIL NEWSLETTER PAGE 2
December 18,2003
