"Now, in the case of a severe storm when specialized • - -J- , :;*,4 ..:%
staff may be busy responding to the emergency in other, more
technical ways, we can activate the monitoring program on a - -
moment's notice and any staff member can step in, follow the Public Works staff unclogs a drain at Tugman Park
instructions in the kit and know where to go and what to do."
The response kit equips staff with a map, notebook, spotlight, camera, safety garb, and record-keeping instructions—all
the materials they need to collect and record information about waterways during flood conditions so that immediate or
future flood control or other open waterway maintenance can be assessed. The easy-to-implement kit enables staff to
report to key locations across the city at any time of the day or night when a major storm event occurs, measure how high
the water is, take a digital picture if possible and get this information back to program staff for analysis.
Only one issue was uncovered in the 21 sites that were inspected during last week's snowfall. A drain at the newly
enhanced creek at Tugman Park was clogged with leaves, causing flooding onto the sidewalk. Staff was able to respond
immediately and, within the hour, unobstructed flow was restored and the flooding had subsided. For more information
about the open waterways monitoring program, contact Open Waterways Supervisor Jack Long at 682-4895.
Ic
EUGENE CITY COUNCIL NEWSLETTER PAGE 1
December 1,2003
