°` DEPARTMENT OF THE ARMY <br /> A A '/ ;y 6 PORTLAND DISTRICT,CORPS OF ENGINEERS <br /> P.O.BOX 2946 <br /> /�' PORTLAND,OREGON 97208-2946 <br /> °\ Reply to <br /> ,i �p Attention of: <br /> September 1, 1994 <br /> Operations Division <br /> Mr. Bob Hammitt, Maintenance Director <br /> Public Works Maintenance <br /> 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> Dear Mr. Hammitt : <br /> A joint inspection of the Flood Control facilities <br /> along Amazon Creek in the City of Eugene was conducted on <br /> August 18, 1994, by Richard Zucker, Maintenance Supervisor and <br /> Ruth Koenly and Brian Elliot also from the City of Eugene and <br /> John Todd of the Portland District, U.S. Army Corps of Engineers. <br /> These inspections are held periodically to: <br /> a. Evaluate the structural integrity of your flood <br /> protection structures. Also, to determine if existing fish and <br /> wildlife habitat threatens the facility' s structural integrity or <br /> could impede emergency operations . <br /> b. Assess your ability to operate the flood protection <br /> structures during an emergency and also prevent structural <br /> failure . We do this by evaluating your emergency response plans, <br /> reviewing training and stockpiled supplies, availability of <br /> equipment and access for emergency operations . <br /> c . Provide technical assistance and recommendations on how <br /> to operate and maintain your flood protection. <br /> The enclosed Annual Inspection Report summarizes the <br /> findings of the inspection and lists both required and <br /> recommended corrective actions . The City of Eugene is to be <br /> commended for the environmentally planned levee maintenance work <br /> accomplished during the past year. Findings noted during the <br /> inspection are listed under Item No. 5 in the Inspection Report . <br /> Encroachments adjacent to Amazon Creek Channel could become a <br /> problem. The critical issue is to maintain sufficient access for <br /> operation and maintenance also emergency operations during times <br /> of flooding. (Refer to Item 5e of the Findings in the report . ) <br /> re:M - facility' s ability to function as designed is <br /> determined to be acceptable . Therefore, your facilities are <br /> eligible for rehabilitation considerations should they be damaged <br /> significantly during a flood event . <br />
