We appreciate your thorough <br /> review of the guidelines as relating to improvements being <br /> considered along portions of Amazon Creek. <br /> Discussions with Mr. Matt Rea, Study Manager of this office, <br /> reveal that the two projects of which the Portland District is <br /> sharing planning efforts with other agencies, are quite unique in <br /> nature. The U. S. Army Corps of Engineers project, referred to as <br /> a "1135 project" , has a goal of environmentally restoring the <br /> ecosystem from the Railroad to Royal Avenue. It is proposed that <br /> the Corps project remove levees, widen the channel and allow a <br /> natural meander of Amazon Creek. Another project being reviewed, <br /> is the City of Eugene Amazon Creek Enhancement (ACE) extending <br /> upstream from the Railroad to Bailey Hill Road. As you know, the <br /> Corps is currently performing detailed mapping of both project <br /> areas to be followed by hydraulic design studies. The resulting <br /> HEC models will determine the impact of these projects on the <br /> • flood capacity of Amazon Creek. A critical objective of both <br /> projects, is that the level of current flood protection along <br /> Amazon Creek will not be reduced by either of these two <br /> projects. <br /> We do not feel there are conflicting regulatory requirements, <br /> as you suggest, between our proposed vegetation standards and the <br /> projects being considered along Amazon Creek. The "1135 Project" <br /> portion will modify the manner of flood control protection being <br /> provided.. As part of the environmental restoration, a wetland <br /> ecosystem is being created within the area of flood protection. <br /> Our vegetation standards are intended for guidance in the <br /> more usual or general flood control works projects having levees <br /> and dikes as structures. Modifications to the guidelines can and <br /> shall be made where appropriate. Your two Amazon Creek projects <br /> are both unusual and do warrant special consideration. <br />
