One of the reasons you will <br /> not find the upper Amazon or other similiar projects in the CIP is that we are <br /> actively in the process of creating the comprehensive stormwater management <br /> plan that will recommend a few pilot projects and the approach you recommend <br /> is one we will be exploring. Coupled with CSWMP will be the creation of a <br /> stormwater user fee based on impervious surface and a water quality component. <br /> We anticipate completion of the rate setting process <br /> and development of the plan this fiscal year. We will then recommend capital <br /> and operating budgets as a supplemental budget in supplemental one in FY'94. <br /> We are also persuing federal and state funding on a number of project fronts <br /> and it would maybe be helpful for us to present to you that information. <br /> We will have a worksession with Council in January which will also be a forum <br /> in which to discuss this and other issues regarding the overall program. We <br /> are exploring the YCC concept and will look to building that into the program <br /> recommendations. The upper Amazon project will certainly be important in <br /> our endevor to restore and enhance the Amazon Creek which is an important <br /> assest for the community. I would like to recommend that <br /> we build in a modest amount of seed money for this project into the CIP. We <br /> could look at a sum of $8-10,000, perhaps, to support the following: <br /> * Materials for pilot revegetation projects for sections which won't be excava- <br /> ted, (i .e. , up toward Frank Kinney Park) . <br /> * Seed funds to help support pilot youth projects related to the Amazon through <br /> 4J. Al s. I understand that Sec. of State Keisling and OR Children and Youth <br /> Comm. Dir. John Ball are looking at a possible Youth Conserv. Corps program <br /> aimed at habitat restoration and would welcome a Eugene area project(s) . <br /> * Support funding for design workshops to bring the Upper Amazon Restoration <br /> project to the point of engineering development (ties in well with our federal <br /> agenda this year) . <br /> a <br />
