Table 7
Estimated FTE Needed to Conduct Inspections in Eugene
Estimates
Approximate Service Area: 47 mi2
Estimated# of Facilities 640
Inspected/Year:
FTE Needed Per Facility .002 FTE-
Per Year:
FTE Necessary to Conduct 1.3 FTE
Inspections Per Year:
* Estimate based on information provided in Table 9.
Enforcement -Approximately 0.7 FTE will also be required to conduct enforcement
procedures to obtain compliance, based on numbers provided by the City of Olympia,
Washington.
Comparison to Other Jurisdictions' Public Maintenance
Programs
Staff at the Unified Sewerage Agency and the City of Bellevue were interviewed
concerning their current maintenance practices of water quality facilities within their
jurisdictions. A summary of USA's and the City of Bellevue's programs in comparison
to the estimates prepared for Eugene is provided in Table 8, below.
USA has five FTEs responsible for maintaining 265 water quality facilities. Of the total
number of USA's water quality facilities, approximately 40% of them are swales, and the
other 60% are ponds. USA currently does not maintain any public structural stormwater
treatment devices. In the future, USA is not going to accept design or maintenance of
any structural stormwater treatment device as a primary BMP, with the exception of
StormFilters. USA will accept design of StormFilters if they are privately maintained.
Installation of other structural stormwater devices will be allowed as part of a treatment
train, as long as there is another BMP that provides 65%removal of phosphorus. USA
does not maintain any oil/water separators.
Table 8: Comparison of Stormwater Maintenance Programs
Stormwater Program USA City of City of City of Eugene at
Elements Bellevue Eugene Full Build-out
Water Quality Facilities
Ponds 159 255 NE* additional 280 _
Structural devices 0 120** NE additional 280
Swales 106 4-5 NE additional 280
Service area 123 mi` 31 mi` 36 mil 47 mi2
FTEs allocated to maintenance
of water quality facilities 5 2-2 1/2 NE additional 5
*NE =Not Estimated
**The City of Bellevue maintains 120 oil/water separators.
