STORMWATER QUALITY DEVELOPMENT STANDARDS ORDINANCE <br /> SUMMARY <br /> 3/5/02 <br /> Purpose is the implementation of CSWMP Policy 1.5 and NPDES permit BMPs P&A7 <br /> and P&A8 for developing and enforcing development standard to address stormwater <br /> quality impacts. Design standards for stormwater drainage systems serving new <br /> development and significant redevelopment is the subject of the proposed regulation - <br /> does not regulate existing uses unless development triggers requirements. <br /> Section 1 — Definitions <br /> The approach to defining terms was to give to explain terms used only in a specific <br /> section of the code in that section. New definitions used repeatedly and are to be <br /> added to the general definitions. Key terms include: Headwaters Area; Impervious <br /> Surface; Stormwater BMPs; BMP Manual; Treat Stormwater Runoff; and, Water Quality <br /> Design Storm. <br /> Section 2 — Stormwater Quality Control Standards <br /> I 9.6521 Applicability & Exemptions <br /> These standards apply to land use and building permit applications with <br /> the following exemptions: <br /> — Construction of less than 3,000 sq. ft. of impervious surface <br /> — One & Two Family Residential Dwellings on existing lots of <br /> record <br /> — Partitions with no new street <br /> — Maintenance and Repair with less than 50% reconstruction of the <br /> 1 drainage system. <br /> 9.6522 Standards <br /> Applicants must select one or more BMPs from the BMP Manual and: <br /> — For undeveloped land — treat all stormwater runoff from the water <br /> quality design storm <br /> — For already developed land —treat new or changed impervious <br /> surface <br /> — Can trade new or changed area for other area, as long as equal <br /> in characteristics and size. <br /> Applicants must design, install and maintain BMPs according to the BMP <br /> Manual <br />
