HAMMITT Bob
From: MORGAN Dick A
To: HAMMITT Bob
Subject: FW: West University Park
Date: Monday, January 08, 1996 7:25AM
Bob, the parcel values provided by John Etter may be useful for your meeting. RAM
From: ETTER John F
To: ANDERSEN Chris F; BOWERS Lew C
Cc: MORGAN Dick A; FARKAS Abe K; WEINMAN Richie D
Subject: RE: West University Park
Date: Friday, January 05, 1996 1:31 PM
I think an undeveloped park would also be hard to live with, so I am still wondering what interim uses
might be set up. Is there any use that could operate out of a modular building that could easily be moved
later? What about metered parking with all day meters (generate a little revenue)?
As for comparitive value of the vacant lots across the street, the assessor has them (total) at $80,500.
The two lots that comprise the park have a land value of $90,500 and an improvement value of $35,100.
(The improved value is possibly 1/4 - 1/3 of what it would take to build the park again.) --John
From: ANDERSEN Chris F
To: BOWERS Lew C
Cc: ETTER John F; MORGAN Dick A; FARKAS Abe K; WEINMAN Richie D
Subject: RE: West University Park
Date: Thursday, January 04, 1996 7:28PM
I am fine with the proposal you have outlined. If we can sell
and turn around and purchase the corner parcel in that area it
sounds like we have if covered. (There must be a problem
somewhere!) The process to accomplish this, I believe, would
include a declaration of surplus property, agmt. from Council
not to follow the disposal policy guidelines, and sale of
land. We would then purchase alt. property. The only other
scenario might be for Wagner to purchase our desired site and
do a land exchange, however land values may be too different
for that to work. OK. who sees the problem with this
proposal? Chris
From: BOWERS Lew C
To: ANDERSEN Chris F
Cc: ETTER John F; MORGAN Dick A; FARKAS Abe K; WEINMAN Richie D
Subject: West University Park
Date: Thursday, January 04, 1996 6:09PM
Here is the situation as I see it. The neighborhood no longer
wants a park on that site. Comm. Dev would like to have quick
win project in that neighbrohood to kick off the
revitalization effort. John Wagner needs a site for a group
home fro mentally retarded and developmentally disabled
individuals, which could fit easily on that site. Parks wants
some resources to be able to create a new park in the area
sometime in the future. Wagner has a grant so he can purchase
the site. S000000, either PW or PDD sells wagner the site
for fair market value. The revenue goes to Parks for a future
site. When you find a good site we can try to help with park
improvements through CDBG. The neighborhood, according to
richie is ok with that use of the site.
Page 1
