John Etter <br /> presented the draft Wayne Morse Ranch Master Plan. In his presentation he ex- <br /> plained that the development of the draft master plan was funded by the Wayne <br /> Morse Park Historical Corporation in addition to a contribution of about $500 <br /> by the City of Eugene. <br /> The City was approached by the Wayne Morse Park Historical Corporation <br /> requesting that a Master Plan for the park be developed and with their offer <br /> to help fund the project. Given the limited staff, time, and funds to address <br /> the need of a master plan for the park, City staff agreed that it was an <br /> expedient and inexpensive way to accomplish the task. During the preparation <br /> of the plan there was not a broad range of input and those involved in the <br /> development were apprised of the fact that it would be important to present <br /> the plan to a public comment process before adoption. <br /> The draft plan is currently being presented for comment at forums and meetings <br /> in the process of public review. Public comments, ideas, and feedback will be <br /> analyzed for impact regarding proposals to manage the woods, lower pasture, <br /> picnic areas, and streams; and the overall appearance of the park regarding <br /> tree placement and landscaping. This information will be compiled from <br /> written comments and records of meetings and forums, and any concerns or <br /> possible reasons to amend the plan will be considered. <br /> The draft will again be presented with any amendments for public comment in an <br /> attempt to gauge how closely the plan has been tailored to the public use <br /> needs of the park. City staff will continue to work with interested people <br /> until it reaches acceptability. It will be considered accepted as the Wayne <br /> Morse Ranch Master Plan after the final review has been approved by the <br /> public. <br /> The dolrar"Figure to implement the plan has not been determined. Working with <br /> interestsparties sometimes lends itself to volunteer efforts and improve- <br /> ments. <br /> Mr. Etter introduced Ann Penny, chairperson of the Wayne Morse Park Historical <br /> Corporation and stated that she may be a resource for some questions regard- <br /> ing the plan.
