A memo of 3/17/92 along with an off-leash park feedback form is at- <br /> tached, and reveals the public process and how information was gathered on <br /> that issue. <br /> With one exception, every communication staff have had concerning the park <br /> since the public hearing has continued to be on the dog off-leash issue. <br /> Staff are approaching the public fora later this week hoping to get comments <br /> on other aspects of the park that do not involve dogs. The public process <br /> for that would normally be fairly simple and non-controversial . I have out- <br /> lined below the process we have followed to date, and welcome your comments <br /> on events already past as well as yet to come. <br /> 1. (Work program approved by city dept.) Verbal contact by WMHPC in 7/91; <br /> formal agreement in 11/91. <br /> 2. (Citizen Involvement Plan Developed.) Designer and WMHPC advised that <br /> the plan would have to go through a public process before staff would <br /> consider the plan acceptable. No time line or process developed. <br /> 3. (Interested parties informed of initiation of project.) Some area <br /> residents who are both off-leash propenents and WMHPC members were <br /> excluded from input into the master plan. The process became contro- <br /> versial at that point--winter '92. <br /> 4a. (Draft document prepared. ) Received at the end of winter term, '92. <br /> At this point the WMHPC desired to see adoption of the plan. The public <br /> forum process was described to them, dates selected, and public notification <br /> processed commenced that included mailings to interested parties and adjacent <br /> properties, and media announcements and advertising. <br /> 4b. (Draft made available to public. ) Three locations advertised for <br /> review or obtaining copies. <br /> 5. (Opportunities for public comment.) Two public session scheduled on <br /> 7/9/93. <br /> 6. (Draft document revised.) Both document and graphic plan will be <br /> revised under the guidance of individuals or committees that may be <br /> established to see the process through to a satisfactory completion. <br /> I regret not being able to attend your 7/9 meeting, which conflicts with the <br /> first public forum.
