I intend to be there. <br /> I congratulate you and your colleagues on the excellent <br /> presentation and implementation of the master plan as indicated in <br /> your "Draft Master Plan Highlights" and "Enclosure. " <br /> However, I continue to question the wisdom and the legality of the <br /> dog-off-lease activity in the east pasture (Highlight #11) . <br /> You say "continue the dog-off-lease activity on a trial basis in <br /> the east pasture. " This doesn' t seem to be consistent with what I <br /> learned from City Attorney Sharon A. Rudnick, October 13, 1992 , <br /> when she informed me of the existence of Administrative Order <br /> 57091-03 , issued by Robert W. Schutz August 30 , 1991 , designating <br /> portions of Candlelight Park and the Morse Ranch as dog-off-leash <br /> areas . <br /> • <br /> This was news to me although I am the counsel for the Wayne Morse <br /> Historical Park Corporation. I have repeatedly requested that I <br /> be informed of such actions in time to take measures to challenge <br /> them. I note that the order, although issued August 30 , 1991 , was <br /> not adopted until April 10 , 1992 . <br /> Please advise me whether the City will agree that the question of <br /> adoption of the Administrative Order 57091-03 be reopened to allow <br /> our organization and others to be heard. <br /> • .► <br /> As you. know, the State of Oregon contributed $100 ,000 as the <br /> staterE— bare for the purchase of the Ranch (Chapter 396, Oregon <br /> Laws 1975) . Section 3 provided "the consideration for the <br /> appropriation of funds contained in section 1 of this act is in <br /> part the agreement of the City of Eugene, acting through its <br /> common council , to maintain perpetually the Wayne Morse Ranch as a <br />
