Porter <br /> 132 East Broadway <br /> Eugene, OR 97401 <br /> SUBJECT: Morse Ranch Park <br /> Dear Mr. Porter: <br /> Debra Posen of the City Attorney's office forwarded your request for an ac- <br /> counting of City funds spent at the Morse Ranch park in 1992. The date stat- <br /> ed that you needed this material was prior to November 19, 1992. I regret <br /> that our record keeping procedures don't readily make this specific of infor- <br /> mation available. We do not track funds spent for maintenance by the various <br /> city crews at individual parks such as Morse Ranch separately. To provide <br /> this information we would need to research the various supervisor's diary to <br /> determine when personnel was at the park and then examine all Parks Mainte- <br /> nance materials invoices and employee timecards since January of this year. <br /> The types of on-going maintenance activities we would need to research would <br /> include; rough mowing the pasture and fine mowing of the developed areas; <br /> garbage pickup and disposal ; maintenance of the picnic tables; and mainte- <br /> nance on the structures just to name a few items. Some of the special items <br /> would include staff time on preparation and review of the master plan, coor- <br /> dination of volunteer activities, and response to public complaint. I would <br /> hazard a guess that if our office manager was available to research these <br /> issues the time needed to do so would exceed 40 hours and an approximate cost <br /> of $ 900.00. With the reductions to staff and resources we recently incurred <br /> I'm afraid a low priority would be established for such a research project. <br /> Debra said you asked about the cost of fencing and chips recently placed in <br /> the east pasture. Construction of the fence was done by a mix of city staff <br /> and contract. Staff costs was approximately $ 1,700 for materials and $ <br /> 2,400 for labor. The contract cost was for $ 5,912.70. The chips used on <br /> the trails are salvaged materials. These chips are obtained by "chipping-up" <br /> the limbs and branches removed from city trees in our tree maintenance pro- <br /> gram. The delivery of two loads of chips into the east pasture required the <br /> use of a dump truck and two people for approximately three hours. I would <br /> estimate this cost to be approximately $ 150.00. The placement and spreading <br /> of the chips was performed by volunteers. <br /> I hope the above has answered some of your questions.
