This has been the <br /> typical response in the past when debating issues with off <br /> leash users and neighbors. The other problem with closing <br /> the gate is that we went through a park development process <br /> for Morse Ranch, in which we took testimony, and the gate was <br /> discussed at that time. The adopted Morse Ranch development <br /> plan shows the gate existing. <br /> There are several problems associated with trying to develop a <br /> parking area below the bank on Crest Drive. The area along <br /> that side of the street is posted no parking at the request of <br /> the very same neighbors who are on the current petition. If <br /> we were to remove the no parking signs and develop the parking <br /> area, it would take a substantial amount of resource. We <br /> would probably be highly criticized, as there are a number of <br /> people currently criticizing our level of maintenance on Crest <br /> Drive and Lorane Hwy in that area. We tell those people that <br /> those streets need improvement and we don't have enough <br /> resource to fully maintain unimproved streets. Yet, they <br /> would see us putting a great deal of resource into developing <br /> a graveled parking area to accommodate users of the off leash <br /> area. <br /> This morning, staff discussed strategies to deal with the <br /> problem. Our plan is as follows: <br /> 1. Between now and November 8th, we will station a parks <br /> staff person in the off leash area to work with users to get <br /> them to follow parking rules and suggest that they use the <br /> parking lot at Morse Ranch Park on the west side of the park. <br /> After November 8th, Kay Kronholm will periodically schedule . <br /> parking control officers between the hours of 5:00 pm and <br /> dark, and on Saturday to patrol the area for people that <br /> violate the yellow zones, and park the wrong way on the <br /> street. These people will be sited. <br /> 2. We are going to post large signs along Lincoln St. asking <br /> off leash area users to use the west parking lot. <br /> A e are going to post the hours of the east off leash area <br /> — • •m 8:00 pm to 8:00 am.
