Thank you for bringing to our attention the impacts that users of the off leash area are <br /> having on the residents of Lincoln Street on the east side of Morse Ranch Park. <br /> The meeting with you and Greg Hoard on October 19, 1995 to review and discuss Greg's video of <br /> the Lincoln Street parking situation was helpful in our understanding of your issues. <br /> Public Works staff will be implementing the following actions in the first part of November. <br /> 1. Restricting the east pasture hours. Signs will be installed at all east pasture gates showing <br /> the area closed from 8:00 pm to 8:00 am. <br /> 2. Three larger directional signs will be installed on Lincoln Street directing off leash area <br /> users to the Morse Ranch parking lot. <br /> 3. City staff will be spending time at the off leash area handing out flyers. They will explain <br /> the change in the east pasture hours and ask for users cooperation in parking and area use. <br /> 4. The Public Works Department has authorized time for the parking control officers to begin <br /> random enforcement on Lincoln Street. This will include weekday evenings and <br /> weekends. This will continue until the illegal parking patterns are broken. Enforcement <br /> will be reinstated, if necessary, to control any reoccurrence of similar problems. <br /> Staff are hopeful that this action will alleviate the parking and traffic problems on Lincoln Street. <br /> If you have further questions or concerns, please contact me at 465-2683, or Johnny Medlin at <br /> 687-5255. <br /> Sincerely, <br /> . .. �Richard A.
