He has expressed an interest and willingness to remain in his present <br /> capacity through the month of June, 1976, provided the City wishes him to do so. It <br /> is our recommendation that we continue with his services through June. <br /> Only $4,735 of city funds are available for the maintenance and operation of the park <br /> for FY 1976-77, which will just cover anticipated utilities and minimal maintenance <br /> items. Since no manpower funds are available, the park will receive incidental atten- <br /> tion from park maintenance roving crews as time permits . The combination of limited <br /> budget resources and a caretaker reluctant to cater to groups wishing to use the resi- <br /> dence makes it unlikely that the residence will be available for general use during the <br /> remainder of FY 1976-77. However, the Crest Drive Neighborhood Association, which has <br /> been meeting at the residence for several months will continue to have this available <br /> to them, which is agreeable to Schroeder. In addition, it is recommended that some <br /> City of Eugene staff and committee meetings be permitted at the residence, provided <br /> that they are self-policing. Written guidelines and reservation procedures will be <br /> prepared for eligible groups during FY 1976-77, and administered through the main <br /> parks and recreation department office. <br /> In order that the pastures on the park continue to look well groomed with a minimum of <br /> expense it is recommended that the present arrangement permitting stock to graze the <br /> pastures be continued at least through June, 1976; and furthermore that we invite a <br /> goat owner to tether one or more animals in those areas where blackberry vines and other <br /> nuisance plants are presently growing. <br /> During Step I three staff assignments will be undertaken: <br /> A. A team of Walt Haniuk, Al Waggoner, and Sue VanWolput, will evaluate all re- <br /> maining items at the park to help Schroeder and Mrs. Morse decide what would <br /> be of most, and least, value to the City. We would then request certain items <br /> be left to be utilized as part of the park operation and ask that other items <br /> be removed by the family or donated to other agencies. <br /> B. John Etter will prepare a list of code consideration modifications for a public <br /> facility. <br /> Dick Morgan will prepare a list of recommended maintenance related projects which <br /> should be addressed in the next budget year. <br /> A report from these three task forces will be completed in time for FY 1977-78 budget <br /> preparation and departmental evaluation. <br /> STEP II - FISCAL YEAR 1977-78 <br /> Uses of the residence and building will have to be scheduled around any improvements <br /> budgeted for during Step II , depending upon the reports outlined in Step I. These <br /> would include- talar restoration or refurbishing of the interior of the buildings and <br /> residence and related code requirements. Some special events could be planned for the <br /> outside areas such as children' s programs ; possible summer day camp; certain cultural , <br /> theatrical , or art fairs. Some consideration of using the residence as a temporary <br /> branch library could be researched during Step I . <br /> It is recommended that prior to Schroeder' s departure as resident caretaker that <br /> replacement caretakers (possible husband/wife team) be secured with carefully outlined <br /> duties and responsibilities for scheduling and accomodating user groups , in exchange <br />
